Property abuse
Property abuse offences include those relating to trespassing, littering, animals, postal/rail/fire service abuses and Arms Act offences. Property abuse offences have remained steady from 1994 to 2000, ranging from a high of 6.1 per 1,000 population in 1995, 1996 and 1997 to a low of 5.3 per 1,000 population in 1999.
Trespassing offences accounted for just under 61 percent of all property abuses in 2000. Figure 13 illustrates that the offence rate for trespassing offences remained fairly constant between 1994 and 2000. All other classes of property abuse offences experienced a small decrease in the offence rate over this period. The largest decrease was for postal/rail/fire service abuses, which decreased from 1.6 per 1,000 population in 1994 to 1.3 per 1,000 population in 2000.

The resolution rate for all classes of property abuse offences increased by varying degrees from 1994 to 2000. The resolution rate for postal/rail/fire service abuses showed the largest increase (up 9 percentage points to 55 percent in 2000), followed by the 'other' class (6 percentage point increase to 68 percent), arms act offences (up 5 percentage points to 83 percent) and trespassing offences (up 2 percentage points to 70 percent). A possible reason for the increase in the resolution rate for trespassing offences is the increasing use of security devices, such as alarms and video monitoring.
